After some digging around, the plugin your documentation recommended, WordPress system, appears to be no longer supported or working. I tried several times to activate it.
I am using the documentation found here:

Can you please provide a valid import plugin that will work?
I just wanted to add that I went ahead and tried to download the XML from the path I mentioned earlier and also this path
luxury-package > DummyContent > wordpress > main > dummy.xml
I get this message:
ERROR: The wordpress importer is invalid or is not installed.
