The Price Range widget is create price ranges list to filder product. Mean, if range 20-25 will select product have min price >= 20 AND max price <= 25 but product 'Cuts Open' have min price £6.49 and max price £22.99. So it can't in range 20-25. You understand ?
You can use default WooCommerce Price Slider widget to check, if you select range 20-25 it will don't include product 'Cuts Open'

With variable product, please clearly: in widget, the price range start min price with step in widget settings, eg on your site : 2-7, 7-12.. step 4
But variable product on your site not in any step, eg product ‘Cuts Open’ have price £6.49 – £22.99. It not in any range price of widget. So the widget can’t count it in range product count.
Beacuse in widget, the price ranges auto generate by step in widget setting but some variable product can not in any range, So, we’re was release new version 1.1.28support add custom price ranges. If you want use it, please add custom PHP code to file functions.php of your theme.
