My theme option is logged

Question 1
My theme option is logged, I cannot access to all the tag except “GENERAL”
I need to access “Design and Layout” tag and the others but I am unable.

Question 2
I got the theme updated notice, I am not sure how get the theme update and I don’t want to lost my setting.
