how to make the primary menu bar transparent?

Hi ALL,

As shown in screenshoot, my primary menu bar have white background and black text with black text outline.

And here are what i want to do:

1) I want to make the background transparent
2) I want to change the black text with black text outline into white text and back outline.

What do i do?
